Short-term consultancy: Training on Emergency Preparedness | online| 

between 4th of May 2026 and 22nd of May 2026

 

1. Training Objective and Participants

PCF provides funding to local organizations and aims at strengthening their staff capacities and skills to achieve the programme outcomes. To support local partner organizations, we would like to offer a training for project managers and local/technical project staff on Emergency Preparedness, which is the first component of a broader training package on Education in Emergencies (EiE). This online module will serve as an introduction and foundation for a subsequent in-person training on EiE. The training should be practical, participatory, and tailored to the specific needs and existing knowledge of PCF’s partner organizations.

The training shall enable participants: 

• To understand and raise awareness of the risks and threats that emergencies pose to boys and girl's 

lives and, in particular, to their right to education.

• To gain knowledge and increase awareness of what Emergency Preparedness is and why it is relevant in Central America. 

• To understand the benefits of including emergency preparedness aspects in development projects.

• To understand the importance of adequate Emergency Preparedness in the creation of an Education in Emergency program.

• To understand how to use adequate tools for analysing risks and preparing for taking action in emergency situations, aimed at contributing to the continuity of quality education. 

The consultancy will be tailored to the specific needs and knowledge of PCF’s Central American partner organizations and developed in close collaboration with PCF HQ and the Guatemalan and Honduran Country Offices. 

Participants will be selected from PCF partner organizations of Guatemala and Honduras. Please note that the participants have a lot of expertise in the field of education but are still relatively new to the topic of Emergency Preparedness. The group of participants comprises max. 20 people from five projects of four partner organisations of Guatemala and Honduras, excluding one PCF staff from each country (total of two), one PCF HQ staff and the facilitator(s). 

2. Training Format and Tentative Agenda

Given that the training will take place online, we aim for a blended learning format combining synchronous, live sessions with independent work (e.g. through a virtual learning platform). The training should be organized into three modules delivered over three weeks and, if possible, using a virtual platform. Each module should include audiovisual or written training materials, practical assignments, one synchronous session, and an assessment.

The overall workload for participants should not exceed five hours per week, assuming the course is delivered over a three-week period (a total of 15 hours per participant).

The agenda will be finalized jointly with the consultant, based on a needs assessment. It is expected to cover the following:

• The risks and threats that emergencies pose to boys and girl's lives and, in particular, to their right to education. Include different reasons such as teachers' strikes, political crises, weather-related events, etc.

• Emergency Preparedness and its relevance for the Central American region.

• Risk identification and scenario analysis in the project intervention areas, specifically in the communities and/or schools directly involved.

• Basic organizational strategies and tools for conducting adequate situation analyses and needs asassessments in order to respond effectively in the event of an emergency. 

• The establishment of clear procedures to prepare for the implementation of Education in Emergencies actions.

Note: The consultant is expected to provide the detailed content and agenda with potential sub-topics in the submitted technical offer.

In order to determine the current knowledge and exact needs of the participants, an assessment questionnaire shall be developed and circulated by the trainer upon provision of participants' contacts. The results will inform the detailed planning and agenda of the training. 

A follow-up exercise for the participants may be part of the training package (participants go back to their respective work and apply their learning). The exact needs will be assessed with the participants and format is to be identified and agreed with the trainer. 

3. Dates, Language and Place

• Dates: The assignment is scheduled to take place between 4th – 22nd May 2026.

• Language: The training will be delivered in Spanish.

• Location: online.
